On Monday, October 30 a meeting of the Committee on State and Legal Policy chaired by Daut Khutaba was held in the People's Assembly - Parliament of the Republic of Abkhazia.
The issue of introducing amendments to the Law “On the Legal Status of Foreign Citizens in the Republic of Abkhazia” was considered at the meeting, in order to resolve problems that arise when issuing and renewing residence permits for residents of the eastern regions of Abkhazia.
The Office of the Commissioner for Human Rights in the Republic of Abkhazia has developed a corresponding draft amendment since over the past years, residents of the areas have repeatedly contacted the Commissioner in connection with the emerging problems.
The draft amendments were developed based on an analysis of the current legislation, the gaps and contradictions, as well as the statements received by the Commissioner’s office and recommendations noted in the annual reports of the Commissioner, taking into account the opinions of the Passport Department of the Ministry of Internal Affairs of the Republic of Armenia and deputies of Parliament.
The meeting of the parliamentary committee was attended by the Commissioner for Human Rights in the Republic of Abkhazia Anas Kishmaria, employees of the Commissioner's office, the Representative of the President of the Republic of Abkhazia in the People's Assembly - Parliament of the Republic of Abkhazia Anri Bartsits and the Deputy Head of the Passport Directorate of the Ministry of Internal Affairs of the Republic of Abkhazia Roman Dzyapshba.
Anas Kishmaria noted that it was important to take into account both the compliance of the changes with the current legislation and law enforcement practice in the amendments. The amendments must be effective, efficient and the most importantly, understandable to both the applicant and the official issuing the relevant documents.
Based on the results of the discussion, the Committee members decided to recommend that the deputy corps adopt the bill in the first reading at the next session meeting.
