Commissioner for Human Rights in the Republic of Abkhazia Anas Kishmaria took part in the VII International Scientific and Practical Conference "Problems of human rights protection: exchange of best practices of Ombudsmen" in Moscow from October

Commissioner for Human Rights in the Republic of Abkhazia Anas Kishmaria took part in the VII International Scientific and Practical Conference "Problems of human rights protection: exchange of best practices of Ombudsmen" in Moscow from October 17 to 19, as well as in a meeting of the Eurasian Alliance of Ombudsmen (EAO), the main topic of which was "Health protection and medical care".

In addition to the permanent members of the EAO (Armenia, Iran, Mongolia, Kazakhstan, the Kyrgyz Republic, Serbia, Uzbekistan, Russia, Tajikistan), as observers, the meeting was attended by the Ombudsmen of Abkhazia, Azerbaijan, Turkmenistan, Turkey, Mali, Malawi, South Ossetia, the Kingdom of Bahrain, representatives from Belarus, as well as the legislative and the executive branches of the authorities of the Russian Federation.

On October 18, the VII Scientific and practical conference "Problems of human rights protection: exchange of best practices of Ombudsmen" began its work, which was attended by ombudsmen from 47 states of Asia, Africa, Europe, Latin America, as well as representatives of international organizations, legislative and executive authorities of the Russian Federation, diplomats and ambassadors of participating countries. The large- scale event was held under the sign of the 75th anniversary of the Universal Declaration of Human Rights. The conference was also attended by the Human Rights Commissioners of the regions of the Russian Federation. The President of the Russian Federation Vladimir Putin, Chairman of the Federation Council Valentina Matvienko, Chairman of the State Duma Vyacheslav Volodin, and Russian Minister of Foreign Affairs Sergey Lavrov sent greetings to the conference participants.

As Tatyana Moskalkova, Commissioner for Human Rights in the Russian Federation, noted: "The global nature of the event testifies not only to the openness of the Russian institution of the state human rights defender, but also to the fact that a very large number of countries remain committedto international norms and standards in the field of human rights, humanitarian cooperation beyond politics. During the conference, A.Kishmaria made a report on the activities of the Commissioner for Human Rights in the Republic of Abkhazia."This conference is taking place on the eve of the 75th anniversary of the adoption of the Universal Declaration of Human Rights. In this regard, I would like to emphasize that the Ombudsman in his work should focus on the protection of human
rights, regardless of any political conjuncture," she said. The full text of A.Kishmarias report will be published in the bulletin of the VII International Conference. Also, following the conference, a Memorandum of Understanding was signed between the Ombudsmen of Abkhazia and Venezuela. The document signed by the Commissioner for Human Rights in the Republic of Abkhazia A.Kishmaria and the Peoples Defender of the Bolivarian Republic of Venezuela Alfredo Jose Ruiz Angulo states the need to continue deepening friendship and cooperation between the peoples of the two countries. This agreement will serve to strengthen trust and exchange practices of ombudsmen for the benefit of improving the level of human rights protection both in Abkhazia and Venezuela.

Preliminary agreements have been reached on the conclusion of an Agreement on Mutual Understanding and the beginning of cooperation with the Ombudsman from Nicaragua. During the meeting, Darling Rios Mungia noted the importance of establishing contact and starting interaction with Abkhazian colleagues. In turn, A.Kishmaria announced that one of the priorities of the Commissioner for Human Rights in the Republic of Abkhazia is the development of international relations, first of all, with colleagues from countries that recognized the independence and sovereignty of the Republic of Abkhazia after the Russian Federation. "I propose to consider the possibility of visiting Abkhazia at any time convenient for you. We are always glad to have guests, especially from friendly countries," A.Kishmaria said during the meeting. In turn, the Nicaraguan Ombudsman noted that it is necessary to prepare the relevant documents for the next meeting and consolidate the preliminary agreements by signing an agreement. The Commissioner for Human Rights in Moscow, Tatiana Potyaeva, invited A.Kishmaria to visit her office located in the building of the Moscow City Duma in order to get acquainted with the work.

On Friday, October 20, during a working meeting between the commissioners, a number of agreements were reached on cooperation and interaction between the offices of the commissioners. Among other things, they discussed the circumstances of a number of specific cases and several appeals relevant to the Abkhazian side. In turn, T. Pityayeva noted that she would provide assistance and support to the issues identified. A. Kishmaria invited T. Pityaeva to visit Abkhazia at any convenient time in order to familiarize herself with the activities of the Ombudsman in the Republic of Abkhazia.
