Dmitry Marshan was born in 1980 (Sukhum) Sukhumi sr. 4 (1997)

In 2002, he graduated with honors from the Law Faculty of Adygea State University.

Between January and December 2003 he was drafted into the Armed Forces of the Republic of Abkhazia.

In 2006 he graduated from the State (Constitutional) Law Department of the Rostov State University.

Under the chairmanship of Judge of the Constitutional Court N.S. Bondar, successfully defended his candidate dissertation on the topic: «Rights and freedoms of man and citizen (people) in RA».

From 2006 to 2009. - Lecturer at the Faculty of Law of the Southern Federal University (former RSU).

From 2010 to 2015. - Assistant Commissioner for Human Rights under the President of the Republic of Abkhazia.

From November 2016 to October 2017 he was elected by the Parliament of the RA to be the first Commissioner for Human Rights in the Republic of Abkhazia.
