1st International Scientific and Practical Conference “The Origin and Development of Ideas on Human Rights and Freedom”, dedicated to the 75th anniversary of the adoption by the UN General Assembly of the Universal Declaration of Human Rights on December

On December 8, the First International Scientific and Practical Conference “The Origin and
Development of Ideas on Human Rights and Freedom” was held at ASU dedicated to the 75th
anniversary of the adoption by the UN General Assembly of the Universal Declaration of Human
Rights on December 10, 1948.
In addition to the Ombudsperson for Human Rights in the Republic of Abkhazia Anas Kishmaria
and the Human Rights apparatus, the conference was attended by deputies of the People's
Assembly - the Parliament of the Republic of Abkhazia, the Chairman of the Сommittee on state
and legal policy, Ph.D. Daut Khutaba, the Chairman of the Committee on Social Policy, Labor,
Health, Demography and Affairs of War veterans and Disabled people Rashida Ayba, Dmitry
Marshania, the Deputy Chairman of the Constitutional Court of the Republic of Abkhazia, Ph.D.
Associate Professor Diana Piliya, the Minister of Tourism of the Republic of Abkhazia Teimuraz
Khishba, the Deputy Minister of Internal Affairs of the Republic of Abkhazia Tengiz Narmania,
the First Vice-Rector of ASU, Ph.D., Associate Professor Roman Dbar. The Ombudsperson for
Human Rights in Moscow, Ph.D. in Economics Tatyana Potyaeva took part in the conference via
the video call, the Ombudsperson for Human Rights of the Yaroslavl Region, Doctor of
Pedagogical Sciences, Professor Sergei Baburkin, the Ombudsperson for Human Rights of the

Transnistrian Moldavian Republic Vyacheslav Kosinsky, the Ombudsperson for Children's Rights
under the President of the Republic of South Ossetia Aelita Dzhioeva.
Opening the conference A. Kishmaria said, “The Declaration of Human Rights proclaims the
principles and norms of international law. This is a laconic document consisting of 30 articles
which lists the fundamental human rights and freedom, the violation of which is considered
unacceptable. The first article of the Declaration states: “All human beings are born free and equal
in dignity and rights. They are endowed with reason and conscience and must act towards each
other in a spirit of brotherhood.”
In light of the latest events taking place in the world, we see that many countries including the
leadership of our strategic partner the Russian Federation pay special attention to the protection of
human rights and interaction with the ombudsman institution.
The participants were greeted by the 1st Vice-Rector of ASU R. Dbar, the Deputy Chairman of
the Constitutional Court D. Piliya, the Chairman of the Parliamentary Committee on Legal Policy
D. Khutaba, as well as the Ombudsperson for Children’s Rights under the President of the Republic
of South Ossetia A. Dzhioeva via the video call.
The working section of the conference began by Linda Avidzba the lawyer of the Human Rights
Office in the Republic of Abkhazia, with the report - “On the institution of the Ombudsperson for
Human Rights in the Republic of Abkhazia.”
Professor S. Baburkin presented the report - “Development of the institution of a regional
ombudsman in the context of implementing the ideas of human and civil rights and freedom.”
Nikolai Tolmachev, a fourth-year student at the Faculty of Law of ASU made a presentation on
“Freedom of Movement.”
Luca Corsaya, a fourth-year student at the Faculty of Law of ASU made a presentation - “Article
9 of the Universal Declaration of Human Rights - No one shall be subjected to arbitrary arrest,
detention or expulsion.”
Almas Avidzba, a third-year student at the Faculty of Law of ASU presented a report - “Article
3 of the Universal Declaration of Human Rights - Every person has the right to life, liberty and
security.”
Rafida Anua, a fourth-year student at the Faculty of Economics of ASU made a presentation on
“The International Covenant on Economic, Social and Cultural Rights in the context of the
Universal Declaration of Human Rights.”
Concluding the conference A. Kishmaria thanked all the participants and listeners. She announced
that following the results of the conference a bulletin would be published with all the reports
presented on December 8. All the speakers were also given conference participant certificates.
The Ombudsman particularly noted the role of the media in the work of human rights defenders.
“I consider it essential to note such a component of the work of human rights defenders as
interaction with the media.
The journalist is the main ally of the human rights activist. Freedom of speech is a basic component
of the list of human rights and freedom.
Considering the challenges and threats that our society faces, activities to protect human rights and
freedom should be taken beyond the brackets of the conjuncture, both internal political and
attempts to manipulate these values on the part of foreign and international structures,” said A.
Kishmaria.
According to her words - “Our journalists know about the despair and learn first-hand about
people’s problems. Human rights activists and journalists in cooperation can achieve significant
social results for the benefit of the development of society. We, I personally and the Ombudsperson
’s office are open to such a cooperation and always glad to the opportunity.”
