On March 11, 2019, the Commissioner for Human Rights in the Republic of Abkhazia, Asida Shakryl visited the Dranda remand center of the Ministry of Internal Affairs in order to examine the housing conditions of the detainees. The inspection of the premises revealed that the condition of the basement, stairwells, and cells of the SIZO does not correspond to sanitary requirements. It was noted that due to high humidity and poor ventilation, blocks of the remand center became a favorable environment for the development of mold, fungi, mosquitoes, rodents and other parasites that have a negative impact on the health of prisoners.

The Ombudsman addressed a letter to the Minister of Internal Affairs Harry Arshba, where she recommended: "to carry out appropriate disinfection and pest control work in the remand center to prevent the occurrence and spread of infectious diseases".

Shakryl noted that according to article 5 of the Law of the Republic of Abkhazia “On the Medical and Epidemiological Welfare of the population”, sanitary and epidemiological well-being is ensured through disinfection and pest control, as well as compliance with health regulations.

The Commissioner asked the leadership of the Ministry to inform her of the measures taken, which was followed by a reply to the effect that on 31 May appropriate disinfection and pest control measures were carried out in the remand center of the Ministry of Internal Affairs; ...
