Statement by Ombudsperson Anas Kishmaria in connection with the death of citizen Vitaly
Karbay.
On December 10, 2023, information was published in the media that a resident of the Republic of
Abkhazia V.I. Karbaya died as a result of violent actions by the police officers in the Gal region.
In connection with the available information, the Ombudsperson for Human Rights, Anas
Kishmaria sent appeals to the Prosecutor General of the RA, the Minister of Internal Affairs of the
RA, the prosecutor of the Gal region and the head of the police department of the Gal region with
a request to carry out checks on the specified information and provide the results to the Office of
the Ombudsperson .
She also draws attention to the inadmissibility of using disproportionate physical pressure and acts
of violence against detainees and also calls on law enforcement officers to respect human rights
and freedom guaranteed by the Constitution of the Republic of Abkhazia.
