Anas Kishmaria contacted Vladimir Delba regarding the public offer agreement for the supply of electricity for domestic use published by RUE Chornomorenergo

On October 20, 2025, the Human Rights Commissioner sent a letter to the Prime Minister stating that the public offer agreement for the supply of electricity for domestic use published by RUE Chornomorenergo violates the rights of consumers (subscribers).
In her letter, Anas Kishmaria notes that the provisions of this agreement "...deprive subscribers of the rights typically granted under such agreements, exclude or limit RUE Chornomorenergo's liability for interruptions in electricity supply, for the substandard quality of supplied electricity, and for any damage to consumers' property caused in connection therewith."
The Human Rights Commissioner also noted that this agreement forces subscribers to choose between agreeing to its terms or being left without electricity. This choice effectively forces subscribers to enter into an agreement under the unfair terms offered by RUE Chornomorenergo. According to the Commissioner, such actions constitute unfair exploitation of the RUE's dominant (monopolistic) position in the electricity market.
In this regard, Anas Kishmaria asks Volodymyr Delba to take measures to protect consumer rights, consider the possibility of canceling this public offer agreement, and ensure that RUE Chornomorenergo's relations with subscribers are further regulated based on and in accordance with civil law.
